I, Sam Dilena, holding the position of Manager, Infrastructure & Engineering Services, Town of Gawler, pursuant to Clause F of the Notice to Council to use Traffic Control Devices and to Close Roads and Grant Exemptions for the Road Closure based upon the letter from the Minister delegating to the Council the power conferred on the Minister under Section 33(1) of the Road Traffic Act to declare that the road closure will take place on a road or road related area is a Temporary Road closure to which Section 33 of the Act applies and Council resolution made on the 22 May 2012 sub-delegating said power to the holder of the office of Chief Executive Officer to make an order directing either or both of the following:
• That specified roads (being roads on which the closure is to be held or roads that, in the opinion of the Council, should be closed,
for the purposes of the Civic Centre upgrade) be closed to traffic for a specified period; and
• That persons taking part in the road closure be exempted, in relation to the specified roads, from the duty to observe the
Australian Road Rules specified in Clause F of the Notice, subject to the conditions in Clause F of the Notice.

Why do we need to close High Street? As part of the Gawler Civic Centre redevelopment, a new building is being constructed at the rear of the State Heritage Listed Town Hall. A 200 tonne crane is coming to High Street to lift into place the precast concrete panels that create the structural form of the new building. The crane will remain on High Street throughout this process.
What’s going in the new building? The new building will house a social enterprise café and business innovation hub. Located on the Ground Floor of the Town Hall extension, the Café will serve a variety of food and beverages, including locally grown native foods. The Café is also proposed to provide training opportunities including employment-ready hospitality skills targeted at Indigenous and marginalised youth.
The Business Innovation Hub will be located on Level One of the Town Hall extension. Proposed facilities of the Hub include business incubator services for entrepreneurs, teleworking (hot desking), networking and video conferencing facilities, meeting rooms, business coaching, training and education facilities, admin support suite with photocopy and printer stations, lounge area, home office, gaming area and an area for private phone calls.
Can I still get to businesses on High Street?
Yes, all existing business carparks that are accessed from High Street will remain open. The road closure is limited to the area directly behind the Civic Centre site. You can get to the Golden Fleece and Centrelink by entering High Street from Calton Road and you can get to all other businesses by entering High Street from Lyndoch Road.
Will any other roads be shut as a result of the construction?
We do not expect other roads to be closed as a result of the Civic Centre Redevelopment.
Where’s Council and the Library?
As the Town Hall and Institute buildings are closed, the Town of Gawler Customer Service and Library areas have been relocated. Customer Services are now provided at the new Town of Gawler Administration Centre, 43 High Street, Gawler East.
Full Library services can be accessed at the Evanston Gardens Library, 65 Angle Vale Road, Evanston Gardens and Gawler Sport and Community Centre, Nixon Terrace, Gawler. Pick up reservations and returns can also be accessed at the Town of Gawler Administration Centre.
