There are two options available, you can select either a Monthly Direct Debit (set amount on 15th of each month), or a Quarterly Debit (amount of the quarterly instalment on the due date). The owner of a property can make written application to Council to have the details for their property altered in the Assessment record. This type of application may be made to:

Where the request is for the removal of a ratepayer from the Assessment record, legal documentation supporting the application will be required ie a copy of the Death Certificate.
This request will not change the information held on the property's Certificate of Title. A separate application will need to be made to the Lands Titles Office and the appropriate fee paid for this to occur. For more information on Certificate of Titles please visit www.sa.gov.au.
From 1 July 2015, the State Government has introduced a "Cost-of-Living" payment for pensioners, low-income earners and retirees to replace the $190 council rate concession for home owners. This payment is made directly to eligible residents and will not appear as a concession on rates notices.

Initially all Commercial and Industrial properties are levied at the same rate-in-the-dollar and then a reduction is applied dependent on the property’s Valuation. The following reductions shall apply to the General Rate only:

Ratepayers who have a State Seniors Card may apply for postponement of a portion of the council rates payable on their principal place of residence. Seniors must pay at least $500 of their rates each year but can elect to postpone payment of any amount above this. Postponed rates will remain as a charge on the land and must be paid when the property is sold or disposed of. Monthly interest charges apply to all postponed amounts.

Certain persons and/or organisations may be eligible for a council rebate ie community groups, health and education organisations etc. Discretionary rate rebates provided will be reviewed by Council on an annual basis each year and mandatory rebates will be provided in accordance with the relevant provisions of our legislation.
Requests for additional discretionary rate rebates (over and above those approved by Council each year) shall be referred to Council for consideration.

Property valuations (capital values) are determined by the SA Valuer-General which Council then adopts and uses to calculate your rates. You may lodge a written objection to your valuation with the SA Valuer-General within 60 days of receipt of your first quarter rates notice. Objections should be directed to:

Rates are still due and payable by the due date even if an objection has been lodged. If an objection is successful, your rates account will be adjusted accordingly.

The annual Waste Management Charge will apply to all properties who have access to the service, regardless of whether or not they use the collection service (with the exception of vacant land).

From 1 July 2017, Council has introduced the following Separate Rates on identified properties within the Gawler East Development Area:
The Separate Rates are intended to act as a financial security mechanism towards securing financial contributions from developers toward the future provision of road/community infrastructure within the Gawler East Development Area (including the Gawler East Link Road). The Separate Rates will be applied and then postponed, pending future development occurring. The postponement of the Separate Rates will only be removed (making the Separate Rates payable) upon development of the property. Consequently, should a property owner choose not to develop their land, then no Separate Rates will be payable.
